The short answer

Leaving Certificate German has no official, universal CEFR equivalence. Irish policy places typical Leaving Certificate foreign-language performance around A2–B1, with only a minority showing elements of B2. It should therefore not be assumed to meet B2 or C1 university requirements—even with a high Higher Level grade.

Important: Recognition of the Leaving Certificate as a university entrance qualification and proof of German-language proficiency are two separate assessments.

For results from 2017 onward, the DAAD assessment calls for six independent, general-education examination subjects, including two languages and mathematics.
Leaving Certificate German can count among those languages, but this does not automatically satisfy a German-taught programme’s language requirement.
Universities specify the accepted evidence. Common routes include TestDaF, DSH, telc Deutsch C1 Hochschule, Goethe certificates and DSD II.

Austria

Austria’s national guidance says German may be evidenced by a school-leaving certificate confirming at least four years of German lessons, a diploma, or similar evidence.
This is general guidance—not a guarantee that Leaving Certificate German completes the language requirement at every university.
Major universities frequently require C1 for full admission to German-taught studies. Some permit an application or preparatory pathway with A2.
At the University of Vienna, a school certificate accepted as C1 must come from a school where German is the language of instruction and examination, not merely a subject studied.
